SCK CEN: Developing a strategic asset management roadmap for nuclear installations

Developing a strategic asset management roadmap for nuclear installations

To support the long-term operation of the BR2 reactor, SCK CEN required a clear and structured asset management roadmap aligned with strict nuclear safety and compliance standards. At the same time, long-term planning, stakeholder alignment and international best practices had to be integrated. PDM partnered with SCK CEN to develop a strategic, decision-driven asset management roadmap that provides direction, ensures compliance and supports effective decision-making for the coming decades.

OUR CUSTOMER

SCK CEN is the Belgian nuclear research centre, responsible for the operation and maintenance of critical nuclear installations. Operating in a highly regulated environment, SCK CEN plays a key role in nuclear safety, research and innovation. Asset management within this context requires long-term vision, clear decision structures and full compliance with international nuclear standards, while balancing safety, availability and operational continuity.

THE CHALLENGE

Absence of a strategic asset management roadmap

For the BR2 reactor, no integrated asset management roadmap was available to guide long-term decisions on operation, maintenance and investments.

Complex compliance and safety requirements

Nuclear installations must comply with strict safety standards, regulatory frameworks and international guidelines, requiring a structured and auditable approach.

Long-term planning complexity

Asset management decisions had to support long-term operation horizons, making alignment between strategy, lifecycle planning and execution essential.

Stakeholder alignment and decision-making structure

Effective decision-making required alignment between multiple internal stakeholders and clear governance at management level.

Building excellence together

PDM worked closely with SCK CEN to develop a shared vision and long-term asset management roadmap tailored to the nuclear context of the BR2 reactor. Through intensive stakeholder workshops and structured analyses, we jointly defined strategic choices, decision principles and lifecycle priorities.

Together, we translated nuclear safety standards, compliance requirements and international best practices into a practical and actionable roadmap. This ensured not only technical robustness, but also organisational alignment and management commitment.

The impact we made

By developing a structured and compliant asset management roadmap, PDM supported SCK CEN in strengthening long-term control and decision-making.

Facing Similar challenges?

PDM supports asset‑intensive and highly regulated organisations in developing strategic asset management roadmaps that balance safety, compliance, structured decision-making and long‑term operational performance.

OUR APPROACH in action

We don’t deliver generic frameworks. We work closely with clients to translate complex regulatory and technical requirements into practical, executable strategies.

  • Strategic asset management vision:

Development of a long-term asset management vision tailored to nuclear installations and regulatory requirements.

  • Stakeholder-driven roadmap development:

Interactive workshops to align stakeholders and build shared ownership of strategic choices.

  • Compliance and decision-making by design:

Embedding FANR compliance, nuclear safety standards and international best practices into governance and processes.

  • Lifecycle-based planning:

Structuring asset decisions around long-term lifecycle planning to support sustainable operations.

  • Management commitment and execution readiness:

Ensuring the roadmap supports effective execution through clear roles, responsibilities and decision structures.
